Its a free shard to play on. If you don't like it go start your own.

they always anounce a reboot this wasnt on purpose. Prob someone selling 100k robes to vendors again

With the initial freeze, it doesnt look like a planned reboot.

Actually, when they make changes to the shard, the changes are well tested before hand, and they usually do say something. The is by far the most stable server I have every played on. Even more stable than OSI was when I played there.
