The price of organics, while high, should probably not be artificially modified in any way. The market doesn't require intervention - it will sort itself out. If anything, we should reduce the failure rate on DNA vials, since that's the heart of the issue here.
You have to keep in mind that bio pets are not a required part of living - they're a luxury. They're mainly used to tank critters that hit for high amounts of damage or go somewhere that a non-insanely-geared player would normally die - like bringing a CH bio to Umbris. The thing can heal itself through almost all of the damage it takes because counter-heal procs on a hit.
But, we're choosing to pay the organic prices. They are this high because bios can be sold for a high amount. If organic prices rise, then bio prices will also rise. If people complain about bio prices, and I were a bio engineer, I would simply point to the organic market and say, "My hands are tied."
If organics were selling for 300g a pop, and I were a bio engineer, I would react in one of two ways:
1. I would not buy them, and I would not make bios.
2. I would make bios, and I would raise my prices on bios.
Both 1 and 2 will result in a drop in organics prices unless the player base was willing to pay 8m+ for bios, in which case that would become the normal price. As I doubt the market would currently support that (and therefore I could not sell my bios for 8m), I would choose option 1. Now I'm not making bios anymore, because they aren't profitable to make. What's going to happen to organics prices? Well, they're going to plummet, because nobody is buying them until they are able to use them to make a profit on bios again.
This normal economic principle of supply and demand should work just as well here as anywhere, and I think you should honestly just let it play out. The system honestly does not appear to need any modification that economics can't provide.
