Cloth vs Uncut Cloth

I noticed on the tailors key there is cloth (which I get when i cut a bolt of cloth with scissors) and Uncut Cloth. Is Uncut Cloth the folded cloth you buy from a tailor NPC?

Also is there any way to make Uncut Cloth?

I believe that folded cloth/uncut cloth is also the reward cloth that you get from NPCs when turning in BODs, but if you store it on the keys it will lose its colour. I'm not sure of any way to make folded cloth either.
