Ugh, the old bug has evolved to a complex life form

Hi. I use Windows 10 (with extensive efforts to successfully stop data mining on my pc by Microsoft) for my media and gaming pc, and Win 7 pro for as my work pc which has -nothing- running except front page, photo shop, my fav version of paint shop pro and auto cad and few other similar programs. yadda yadda.
In the past I have had to deal with the problem of the "out of memory error" and worked out the solution posted for it in the forums (which worked), and have had no problems up until about two weeks ago.
About two weeks ago, I got the "not enough memory" error on my media pc. I had already done the folder location change etc etc to Program Files/Ultima Online etc. So this time I went in and eliminated anything running that did not absolutely need to be there for windows 10 to function (I only run 3 games on my media pc and nothing else). I still can not open UO. Nothing running in the background. Nothing running in the foreground. It tells me the same msg.
At about the same time, I decided to load UO on my work comp, just to have a control to compare the issue to something I've been using for a long time that works. I got the same issue. So, being a fresh new copy of Win7, I decided to format and reload it to eliminate any chance of it having any bugs added to it from the programs I use. I loaded Win7 after a thorough format, installed all updates that pertain to this pc, loaded Avast then loaded Excelsior UO. I then set everything to run as admin etc.
I still got the same error. I cleared the MSCONFIG start up list for programs and services. I then went through and stopped all services that are not need to run a base win7 OS, and still get the same msg upon trying to open UO. There was absolutely nothing running but UO.
The work pc is new. It has 16 gigs RAM. It is built for programs that use much much much much much much more memory than UO and does not slow down when multitasking them which leads me to believe that my less powerful media pc isn't inferior after all.
This only happens with UO. I love this game. I love Excelsior. It's awesome. So much is obviously changing though and this compatibility issue only seems to get worse with the progress of mainstream OS's.
I am literally willing to dedicate a pc to running an OS that is Friendly to this version of UO just to be able to game here without this issue.
Is there a better operating system for this that works a bit better? It's not that I can't get the game to work in the end, but I would just rather have a pc that can run it without the aggravation every time.
*edit* oh yeah, I also always keep v-memory at the appropriate max setting. You just never know when ya need it.
