What's the easiest way to get powder of fortifying?

Tried some small bods but just got chain mail tunic decoration

BoD reward are random, if you are geared enought to do the Bael'Nefario's Military Outpost quest (west of forget fel) you can retrieve the cape that are in a a chest (near Quizix if i remember correctly) and get a 10 charge of powder or i can add forty charge for you for free i have many many of them but they are account bound, so i cant use it on something like relayer du to the 120 days bounding.
