Can spellbooks be made with properties like Magery +13 anymore? And if so, please let me know how. Thank you.

Not at the moment, it's a known bug and will be fixed at next server restart.

FYI you can also craft circle 8 spells without the required skill as well. also locks up and deadlocks at around 64.1 or so and wont gain until 65.0 with either elixirs or ring and bracelet. or skill ball. I just did it last week and got stuck on 64.1 which is about 5th circle spells. and following RunUO1, Excelsior wiki and other shard guidelines for inscription, nothing for 4 days. but was able to craft 6,7,8, circle spells even tho i did not have the skill for it.

Edit: also the auto crafting gump is a nice touch, but it needs a wait time as well. its not skill checking and optimized for skill gaining. Just burns threw resources.
