Festival deliveries quest?

Does anyone know how to start the festival deliveries quest? I say "Hail" to Evangeline but nothing happens.

She is not currently working. Not sure if she will be working at all during the event. The cloak is definitely a nice boost while it lasts though =)

Yeah, I thought those "medium" quests were on the impossible side. Makes more sense now -- that's quite a set of buffs.
