A looted or crafted weapon can only have 1 direct hit spell on it to start with. An end game weapon needs to have at least 3 direct hit spells on it at 50% or higher so you just do the math and figure out if you can get there or not with what you've got. You also need Mana Leech at 50% or higher so you can keep using weapon specials.
it would make a pretty good mid level weapon. I personally think Magic Arrow is the least preferable Spell (particularly for a non-range weapon) as Harm is generally better.
Having Mana leach over 20% is my thresh hold for HML I don't think i needs to be that high to keep spamming.
Having Hit Lower Defense is good for a single target weapon (non WW as secondary WW targets arnt effected by HLD and you switch targets so much its not really something I look for in a WW weapon)
Hit Lower Attack isn't very useful but, for a new to mid range player it has value in that you don't get hit as much... (when you have 200-250% RPD getting hit less means you do less dmg overall)
stam leach is almost a useless hit because Divine furry restors all of your stam and is what you need to spam to keep swinging in a heavy mob ( I wish I had know this before I sank 2k eds into my forever bow...) but, it can still be useful. Life leach and Mana leach are most usefull.
A crafted weapon only gets 297 skill points to spend so keep that in mine if you decide to level it, however, the 35% exceptional dmg bonus does go over the Increase Damage cap from gear/weapon so you will do a little more dmg then if this was a artifact or looted weapon.
In the end I wouldn't level this weapon however, it would be nice weapon for someone who isn't super far along in the game to use... I would not use any deeds on the weapon however.

Based on what been discussed on the forum over the years I don't think exceptional bonus is 35%. Seems like it's a +4 damage, basically 20% increase on a 20 damage weapon like a Yumi.
