Nyx mentions "Those drastic measures could be things like mandatory rental fees on every house plot".
I think that this could be a good thing to help free up real estate, but not as a tool to tackle inflation.
If each house plot had a weekly rental of something minimal, like 100g, but could only be charged up to a limit of 1200g at a time.
That's the equivalent of three months without logging in, which I think is the account "inactive" moment.
When the plot account is zero, house decay begins.
This is just an idea that may link housing plots to player activity rather than just an account.
Codeing it comes down to whether a house refresh/rental system is still there.

This sounds good in theory but I would not be a fan of it.
I would rather just see the dormency period go to say 30 or 60 days (based on acutal account activty not just logging in for 5 minutes to refresh your houses ) Then you are sent an email alerting you that you are indanger of loosing your house and items if you do not log in and play ... ( there is no reason your house or houses ) should be up taking up realestate if you are not activly particpiating on the shard ...
If you have a RL event that prevents you fom logging in to mantain account activity then make a box where you deposit gold or ed s to extend the dormency period ( non refundable )( good gold sink ) by a specified period of time ... if that time period is not enough then make some type of packing crate ( that can hold eveything in your house ) that can be stuck in your bank and only re opened in a new house plot once you can return and then your plot can be demolished and space made available for others to enjoy and use .
Otherwise make available more Deco ! or add more to the yard wand such as walls and other house parts to make customization even better ( and yet more expensive
)
