Is there a library with all locations of pirate chests ?
Have 9 so far in my rune book.

by pirate you mean prisoner camps? or chests recovered from fishing for maps either way there is few rune libraries that have all the tmap locations easiest ones are top of brit or malas mooktown has great rune library

Scuba' s rune library also has all tmap locations and I believe it also has prisoner camps. It and the ones Maul mentioned - top of Britain (in the Youth Center) and Arrow' s Mooktown library are my 3 faves for finding most everything 
You can find a runebook w/ runes to Scuba' s and Mooktown in Spanky' s vendor house to the right of Trinsic bank. It's on a small table to the right of the entrance. Hope this helps and have fun!
