where oh where can I raise/buy chivalry and the spellbook? the wiki says Luna, west of bank... I looked there but could not
find the keepers..

NM.. I was looking in Magda Luna.. found Luna and the keepers of chivalry.. Do I feel stupid..

You could have found one near the gate at Excelsior Hall on a bench. There is also bushido and ninjutsu as well on that bench.
