The Axe Of The Heavens is a Double Axe that can be acquired in dungeon Doom.
It is one of many Doom Artifacts that can be acquired by defeating creatures of the following types:
Artifact Drop Rates on Excelsior has been up for discussion on many of occasions. Basically after a lot of testing a lot of players have confirmed that the rate is not based on luck at all but more based on hourly or every other hour rates for getting artifacts either being up, or being extremely low.
They are not looted, but instead placed directly in your Backpack (or Bank Box, should you be overweight) with the following system message:
"For your valor in combating the fallen creature, a special artifact has been bestowed upon you."
