An Interior Decorator (often referred to simply as a Deco Tool) can be purchased from an Architect who can usually be found near Carpentry shops.

With this tool you can move locked down items up or down and when applicable you can turn the direction of an item.

Directions:
1. Double Click the tool.
2. Target the tool.
3. Choose from the pop up window what you would like the tool to do (Turn, Up, Down).
4. Target the locked down or secured item in your house that you wish to effect.
5. To effect an item more then once, double click the tool and target repeatedly.

NOTE: There is a point where you cannot raise or lower an item any further and you'll be notified of this via an on-screen message.
