The wiki had previously listed the trainable value as 25.  The trainer appears to only offer the ability to train to 22 or 23. Earlier today when I asked where the other trainer was that could train you to 25 (my assumption was that the wiki I read was correct as it usually is)The response I got was somewhat mixed as a player proclaiming himself to be "one of the richest players on the shard" - whch as he explained proved he was very very smart(his words not mine) -did helpfully suggest to just use ninjutsu item but added that I should have just read the wiki because I could have trained to 25 instead of grinding.

To avoid this sort of exchange happening again, and to save such wealthy and intellectually peerless players as the one I had the pleasure to be helped by from having to direct players back to the very entry which caused the confusion I have changed this number.

Ninjitsu Trainer

The trainer appears to only train one to 23 and not 25 - and it is somewhat impressive how sificant those two points can be in getting started on raising it. Not sure if it is intended to be 25, but hopeful changing it to the training availible will prevent questions about it from generating comically unhelpful responses like "you'd know if you just read the wiki." Future irony averted.
