The Citadel is a vast labyrinth of puzzles. You need to figure out each puzzle in order to gain access to the next room. An in depth walk through can be found here: The Citadel Walkthrough. It is located in Tokuno, east of Mt. Sho Castle: The Citadel Location.
The Citadel is home to Travesty, a Peerless Monster, which drops a decent amount of gold and has the chance to drop looted weapons and Imprisoned Dog Crystals
