IMO rules fairy is more of a guideline to good sportsmanship(gamesmanship?) rather than real, enforceable rules.

If you come to Mel and see 2-3 more people waiting you say "HI" and you leave the place like a gentleman to come back another time.
What else you can do is whine and cry how you deserved to go first cause others were probably AFK, when in fact they were reading wiki and talking in guild/world chat.

Its up to you!
