Training stealing....

Ok, have exhausted all my own past knowledge and experience on this subject so now i am here asking if anybody can guide me....

pickpocket dips exhausted? check
tried npcs? yup
tried a pack animal? yup
tried both the above but sat in fel? yup

Locked boxes in banks? aint none.

Could anybody please enlighten me on what undoubtedly simple thing i am forgetting on how to train this skill please.

combined with 5k gold inside a secure container in my house.
