No.
Provo gains are based off chance of success, which in turn is based on your skill vs power of the monsters (I believe it is an average of barding diff of both monsters being provoked). So for higher levels of Provo you'll need tougher critters. Consult the barding difficulty table on Stratics for a rough estimate. Be warned that some of the information there is not 100% accurate for Excelsior.

I figured why I wasn't raising. Apparently exceptional instruments had something to do with it. Got a Hyru on one boat and a lesser hyru on another. Standing on the dock making em attack eachother. Seems to be working pretty good.

Exceptional instrument gives a flat +10% success chance bonus. Musicianship over 100 gives a bonus too (another +10% at 120). If your resulting chance reaches 100% then you get no gains. So both of the above things force you to 'upgrade' provo'd monster faster than the Wiki table would suggest. On the other hand using a slayer instrument on an opposite (check the net for a list) monster gives you a -10% (or 20, can't recall) penalty, letting you train on weaker monsters longer. Same applies to Peace and Disco*.
TL;DR - don't go over 100 Music and don't use exceptional instruments if you're training.
*Though Disco is stat-based, not difficulty-based.

Well i got stuck at 91.3 on hyrus. I tried the cu sidhes and I couldnt prov them even with jewlery at 110. I paged a gm to lower my musicianship to 90.

I went to 120 provoking vendors in Fel Trinsic. You can work on your provo, disco, wep leveling and stat potion, ointment and gold accumulation all at the same time.

I started gaining again off Hyrus after having my music set back to 90. This is one of the last 2 skills I need to gm. This and cooking.
Edit: I'm also using arachnid slayer instrument.
