Well.. the thing is, just because of frequent restarts and lockups doesn't necessarily mean it IS the PSU. That's one of the biggest issues regarding PSU's going down.. it's really a rare thing to catch it unless you just make an assumption to that being the problem and replace it. Software: Virus, Malware, corrupted registry files, etc.
Hardware: malfunctioning RAM, HD component going bad, V-Card overheating, CPU going out or even over-heating.
That's just the thing with computers.. you can usually only pinpoint the problem then fix it via trial and error. But with 15+ years of experience, I'm sure you already know that.

Plus.. even IF he has a spare.. he needs to be certain it is compatible with the motherboard he is currently using.. or he would have even worse issues on his hands.
Sarcasm doesn't really work most of the time.. for one, it can make you look ignorant.. two, it's even harder to make it effective against those who use it as a second language.
