Okay.. first things first..
Are you trying to log into Excelsior, or your own private server? Mentioning the RunUO console makes me think private server..

Have you really tried client.exe without razor?..
Some anti-virus real time protection can cause problems, try turning them off... If it doesn't work,
Completley uninstall all versions of Ultima Online, even check for remaining registry entries if you can be bothered, deleting any you find (AFTER uninstall). Completley remove all instances of Razor.
Install UOML:Excelsior setup.
Do not install razor, and run client.exe, see if it works;
If it does, install razor, selecting the correct directory for UO excelsior install files (don't leave on auto detect)
If it doesn't work, go into your router console and turn off your firewall, and turn off any software firewalls/anti-virus.
Try the client again.
If this problem is persisting after a complete uninstall and re-install then it's nothing to do with the UO files, meaining it's likely the client is being blocked from making some connections, firewalling issue or possibly an issue with your anti-virus... Or the problem could lie with redundent registry files.
When you re-installed XP did you perform a reformat of your drive/parttition?

Okay.. I'm gonna ask some basic questions and some may sound noobish, but don't take it disrespectfully.. I'm just covering all my bases here..
-Have you patched your UO client yet?
-If so, are you making sure you have the correct client version before attempting to login?
-Have you tried uninstalling/reinstalling Razor?
-Is Razor using the correct client? (For example, you can't use your regular UO client for Excelsior, you need to use their client)
-Have you checked the server encryption settings in Razor? Maybe the server(s) doesn't use encryption and your client is encrypted, or visa versa. Most servers do not use encryption, but there are a few that do. Razor should remove the encryption if you have it set up to do that.
Thats about all I'm thinking of right now.. If you say you have the correct ports forwarded.. However, is your Protocol Type set to TCP?
Oh and do me a favor.. what type of router are you using? Hopefully not d-link.. I hate configuring those things.. hehe
