The ratmen archers of the last tier of the Baracoon (-5 sp) champ gives a LOT of arrows as loot.

I remember awhile back all I did was kill ratmen archers and also Juka lords drop tons in Ilshenar. I got thousands a run. I packed 30k arrows into my woodworkers keys an feel set for quite awhile

Those are all good methods. Another way is to kill Changelings just before the Twisted Weald (outside Gnaw's cave). They only spawn 2 at a time, but they drop 50 arrows and 50 bolts each. You can also sometimes get arrows from locked dungeon chests, but it's pretty slow unless you are already picking them for oints/garg tools anyway. If all else fails, you can farm up the fletcher's shops just like with bottles or boards. That way isn't free, but it will get you as many arrows as you want.
