Can't use weapon's special ability...

I use Ash Magical Shortbow and it has (in theory) special ability of Lightning Arrow and Psychic Attack. But it seems like they does not work. I double-click icon -> it's becomes red -> then successfully hit the target and... nothing. I do not see any effect or loses of mana. The same situation with my Redwood Elven Composite Longbow. But the Hanzo's Bow, for example, cast special ability just fine. But I assume this ability feature apply to every weapon and not only the artifacts... Am I wrong? Explain this to me, please.

None of the mondain's legacy special abilities work (don't believe any of them do at least):
