Colored scissors

I got a pair of colored scissors from a bod. They look like they are platinum. What do they do? Do they have a special purpose?

they are in theory suposed for cutting leatherarmor into leather again, but without loosing half of the leather. If i know well, crafting armor from higher resources gives you faster skill gain, so these are good for use while training, with good leather. Altho i heard that they infact return just half of the leather, so it's up for testing. Please reply with your findings.

They do give more back then just chopping them with normal scissors, but not all. it is about half back.
