As I understand it, that bit of code exists to keep people with snow from annoying everyone around them. I know that for the most part players on this shard are mature and respectful to not engage in that kind of obnoxious behavior. but in OSI (where I saw it first) the same could NOT be said. In either case, I kinda agree with that prohibition. I might get kinda annoyed at getting randomly pelted by snow, even if it has no real effects.
