Raising chivary above 115

I am at 115 atm and I see on wiki i need this specific thing to raise it. (cant spell so wont try maybe elixir) but I looked up and found something on the wiki http://www.uoex.net/wiki/Citadel_Elixir_Chest plus i was roaming the vendors and found blue potions with "this name" that hads .8 blah blah of some skill. So I guess those blue potions come in plus something in chivary. So my question is the part on the forum wiki I found about some sort of Black Order members in the immediate area. Is this what i need to find/do? If so where to find it and do it?

The skill elixers are found in the Travesty area where the 3rd key guy is located. There's a guy in there... with Door in his name, or something like that. Kill him and loot a Door & Chest Key. Sit on the eastern most stool on the north wall to open the first door, and then go to use the key on the door in that room to loot the chest to discover the elixers.

Edit: The door guy is wearing a cloak.
