Whats the hooded shorud of shadows?

Does it give skills/stats magic intervention?

all i can gather is it is all the rave to wear, but has no actual value other than you are looking all hip and cool.....

thus the reason i do not have one.... hip and cool ain't my bag baby....

actually it makes the ladies love you, thats what its all about.
