Vendor buying restrictions

It appears from the vote no changes will be made so far... no 51% towards any... we need more votes

No, that was cuz he first put 2 choices and added a 3rd later. The third choice had majority, and I am sure it will be enforced soon.

I have just checked the votes for possible cheating and i havent found any (well, one user with 0 posts that voted for the winning option, but even if we rule that out, it would still be far ahead in the majority). So I am going to remove the option for a vendor to report sales to the owner. Should be in by next restart.
