How do i raise begging?

Ive tried about every NPC i can find and just get some message about they dont want to give you anything. Is that a message due to wrong NPC type or is it simply a fail?

Where is a good spot to find proper NPCs to raise begging on?

if I remember correctly they have to have some gold to be able to give to you to begin with so it's probably a combo of no gold/you failed your check. you can use a skill ball obviously but might be a waste of the ball/missing out on the satisfaction of doing it the normal way.

Raise begging on the guy at the boat looking thing at the jewler in Britain. The beggars also work. So does an NPC vendor like the ones people place at their houses.
