I have just completed my 4th BC relayer and have everything capped except SSI. My dex with weapon equipped is 240 and Stam at 290. Should I do 1 more BC to max out dex to max out weapon speed or relayer SoTs from now on?

Wep speed comes from stamina and SSI, not dex. Your stamina benefits max out at 240; every 30 stam = .25 sec off your swing speed at a max of -2 seconds. More stam means that you can take a bigger beating before you begin to lose swing speed from stamina loss. Being at 75% at 150 stam would result in some slow swings; 75% at 300 stam wouldn't make a difference though.
SSI caps at 60% and, should you have 240+ stam, you won't need it for most weapons (if any, yumi and other slow ones.)
After you pass 220 dex/240 stam you can focus entirely on SoTs, providing all of your other stats are capped/are at the DR threshold (LMC, HCI/DCI, Regens, etc. etc.) Like I said, more stam can be better, so pushing past 240 is recommended, but not necessary. Drop some dex if you want (you definitely don't need it on your wep now,) get some jewelry (8 str/+5 hp (pm me for some), or an 8/8 necklace instead of a jackals, GoC boots for bat wings if you still have either.) After a point relayers are there for HP/Spdmg, as the first three/four should cap you out on everything, providing they were done well.
So go for some SoTs and start pushing 500.

If you are fully capped with all of your stats with only 4 bc on ... I would like to see this ...
YOu will need at least one more bc to cap out your lrc ... if you use VI then you will need to compensate for the -25 fire resist that you get when using VI.... I think you would need something like 6 bcs total and then the rest as SOT's to maxamize your HP benifits without hurting your other stats ... You also loose out on the ability to throw on EP and SDI by using to many SOTs so it depends on what direction you want to go ...
You would not want to count your other gear in your calculations if you looking to replace it in the end ...
Shirt / Kilt / Sash / Back / robe are really the first slots I would focus on re-layering.
Just my thought on it ...
I have a spreadsheet all set up if you want i can email it to you that will add up everything for you you just have to plug it in yourself ...

Not to hijack your thread, but what did you do on your first relayer?
I am building up a weapon as my first, and so far I have just added the usual: dex,str, stamina regen, mana regen. But I am at a loss as to what more to add.
I originally was going to throw resists at it, but I heard that we can have a max of 70 resist total, so I don't think I want to spend points on that.

Honestly if your making a weapon and not something that is going to be turned into armor then I would not bother putting the regen stuff on the peice at all ... this is where you would put things like Mana leech life leech stam leech etc on it ... if your going to use it as a primary weapon.
Only put the other stuff on things you will relayer into a armor peice ... otherwise it s a total waste of points and will not make a good overall weapon.
There is a debate on wether or not to put stats on a weapon ie str/dex/int ...
and i will keep my view on this part to myself ... as i see both sides of the coin here.

LeStat, I am capped including 100 lrc except for EP which I don't chug. I have permafrost earrings with 25 lrc and a hive robe with 15 lrc. Thanks to all for the insight.

You're capped, but you're not. You may be capped that everything is at the established limits, but as soon as you start replacing things with SoT you are going to lose some of those capped stats.
Follow these broad steps for relayer planning:
1. Take off all items you plan to replace.
2. Tailor your next relayer to make up for the stats missing.
3. Repeat each time you are looking at doing another relayer.
If you have GoC items there is a fair amount of stat make up you are going to need to do. LMC, Stats, FC, FCR and overall +Stats and +Regens that are going to drop.
