A question about luck and looted weapons...

Is there always a chance at getting great looted weapon drops, and with higher luck, the chance is greater?

Or is it that you just simply won't get the best looted weapon drops at all until your luck hits a certain point?

Luck is pretty worthless when looting weapons. You can get the ultimate weapons with basically no luck or with a ton. Luck is only beneficial in Tokuno artifacts, paragons and bios.
