ExEx Translocation Powder

Does the server automatically stock ExEx with Translocation Powder at a certain time with a specific amount at a specific price?

I ask because i've noticed over the past few days at that at the same exact time throughout the day Translocation Powder is loaded on ExEx, in the same quantities, and at the same price. I find it hard to believe that a specific individual is doing all these things identically day after day...

To my knowledge, no items at all are stocked by the GMs or the system at any price at any time on [exex it is all player stocked items.

[exex works by players selling the items. If you buy enough of the items, eventually you'll deplete the players' selling amount and no one will be able to buy any until a player restocks them. This goes for all items on the [exex.
