What's up with the lag lately?

A few examples of my ping (tested in-game):



As you can see it's going up and down all the time (it should be constant 125 in my case). It's been like that for at least a few days. I've seen other people saying in WC they're lagging pretty hard too.

This is my ping to shard.uoex.net (tested in Powershell while I was taking above screenshots):

Fairly high (I'm in EU so it's normal for me) but more or less consistent.

I don't know if it's a server hardware/performance issue or what but these endless latency hiccups are really starting to grind my gears

Today im not lagging anymore, so im glad. Maybe someone can tell me where can i check shard uptime, before i send gm message, that server is lagging, that there is something ,that needs to be fixed?.
