Train Snooping

I am trying to follow instruction on wiki that tell me to accept escort and double click on NPC bag in paper doll but not gaining any skill. Any suggestions?

You can GM Snooping off of the farmer at Jhelom.

Just teleport to Jhelom and step onto the top square to teleport to the farm area, then there's a farmer walking around in the southeast pen who you can freely snoop from.
