Training Provocation

I need help training provocation. I am at 87.2 using lesser hiryu but have been stuck for hours. I don't think I can gain anymore like that. Any suggestion what I can use to macro to gain skill? thank you

i did swap them still not working. Although working with mobs in destard

Its been awhile and I did this with a another character, taking a boat to the outskirts of trinsic, felucia and provoking rotted corpses.
