Housing in lost lands is not allowed, so this is likely a result of a bug (or wrong configuration). Unless if you bought it at an auction, but I don't remember there being any such houses sold.
(I just checked and I see that this is not the only house there, I'll have to review this...)
Btw, it's likely that it was possible to build a house here since forever, and is possible to do so on other shards. Our house positioning system shows which tiles are problematic, and so it's easier to resize and move it around until you get all green (valid) tiles. Much harder to do that with the old system, having to click a few times for every attempt. Since this system was added we had a few houses built on various restricted locations, like at the entrance to the Fan Dancer Dojo, and until yesterday it was possible to place it inside one of the Tokuno large buildings (right on the wood floor, hehe).
(I just checked and I see that this is not the only house there, I'll have to review this...)

Oh, okay. I noticed some other houses added to the lost lands and thought: that's cool. I took it down.
As far as I can tell you can currently place on flat swamp files. So a handful of places near the Lava Shop and a lot of little spots down in Hopper's Bog.
