House Decorator Deed???

What the heck is it??? I found a purple scroll that says "House Decorator Deed". When I double click it brings up the target icon, but after targeting everything I can think of, it does nothing.

If you target a player, the player becomes owner of your house for a short period of time (2 days, i beleive). That way he can modify/decorate/lock down... in your house.
