Resists question

I'm curious, no matter what armor i equip my resists seem to be stuck at 40, why is this?

if you have 100 resist, then its because your armors so crappy that it doesn't go past 40.

that's quite possible, i did just start, but i thought resist didn't affect physical, and my physical is also static at 40.

Of course i could be wrong.
