I got a few questions about powerscroll and animal taming, hope someone can show me the light :?

1) do i need to reach skill cap before i eat up a powerscroll?
for example, do i need to reach skill cap 100 before eat up a 105 PS, and need to reach skill cap 105 before eat up a 110 PS...and so ...

as i remember there have some islands with city and dungeons there, like ice dungeon and serpents hold...etc
can mark and recall to there?
